The programme is chaired by the Fondation de France, led by a steering committee made up of the Fondation de France, Fondazione Compagnia di San Paolo, Fondazione Cariplo, Foundation for a Just Society and King Baudouin Foundation.

It's implemented by the Network of European Foundations (NEF) which offers a space for collaboration and management of collaborative funds. It brings its expertise in project management and ensures the administrative and financial management of the programme.
